The deadline is a hard wall

SEWP order deadlines are enforced to the minute. There is no "just a few minutes late" grace. The submission portal closes, and a late quote is rejected. This is not a negotiable project deadline; it is a procurement rule. Treat every order deadline as immovable, because it is.

Track the pipeline, not the order

The discipline is to track the order pipeline, not just the active order. Every incoming order carries a deadline; every deadline needs a named owner, a quote assembly schedule, a review slot, and a submission check. A holder that manages each order's deadline in isolation will miss one; a holder that manages the pipeline as a calendar sees conflicts before they become misses.

Submission mechanics, verified early

Submission mechanics fail for mundane reasons: an expired portal account, a file size limit, a naming convention, a portal outage. Verify the submission path days before the deadline, not hours. Confirm the portal account is active, the file format is accepted, the file naming matches the instructions, and the submission point of contact is available. The hour before deadline is the worst time to discover a submission blocker.

Build slack into the schedule

A quote schedule that ends at the deadline has no slack for the inevitable late discovery — a missing past-performance reference, a pricing error, a compliance gap. Build the schedule to end a day before the deadline, with a final review in that slack. The cost of the slack is small; the cost of a missed or non-compliant quote is the order.
