SEWP VI Compliance: Reading the Order and Building the Quote

A SEWP VI order looks smaller than an RFP, but it is a solicitation with the same compliance mechanics: instructions, evaluation factors, and mandatory content. Read the order like an RFP

Treat the order the way you treat a full RFP. Identify the instructions (what to submit, in what format, by when), the evaluation factors (how the quote will be scored), and the mandatory content (past performance, technical approach, pricing structure). A quote that misses a mandatory content item is non-compliant by construction, and non-compliant quotes are not evaluated on their merits.

Build the compliance matrix first

Even on a short-window order, a compliance matrix is the first artifact, not the last. Map every requirement and every instruction to where in the quote you will address it. A gap in the matrix before you draft is a cheap fix; a gap discovered at final review, under deadline, is a fire drill. The matrix is also your review checklist — the red team verifies the matrix is covered, not that the prose reads well.

Enforce the format

Order instructions specify format, page limits, file naming, and submission method. These are enforced. Excess pages are removed from evaluation. A misnamed file may be rejected by the submission portal. A quote submitted to the wrong portal is a missed deadline. Verify the format and submission mechanics days before the deadline, not hours.

Pricing compliance is part of compliance

The pricing volume has its own compliance: contract ceiling, committed discount, CLIN structure if specified, and any required price-volume format. A technically compliant quote with a non-compliant price volume is still non-compliant. Treat the price volume with the same matrix discipline as the technical volume.
